Seamless migration from CA API Gateway (Broadcom Layer7) to IBM webMethods API Gateway in just 1 month with zero downtime and zero client-side changes

Large-scale insurance organizations typically operate complex API ecosystems due to years of digital growth and increasing integration requirements. Secure and uninterrupted data flow between mobile applications, web channels, partner systems, and internal platforms makes the API gateway a mission-critical component.
In this project, the customer was an insurance company running hundreds of services on a long-established CA API Gateway (Broadcom Layer7) platform, with high traffic volumes and strict 24/7 availability requirements. The API gateway played a central role in both customer-facing digital channels and critical backend business processes.
As part of its strategic technology roadmap, the organization decided to migrate its API management platform to IBM webMethods API Gateway. However, executing a CA API Gateway (Layer7) migration at this scale introduced several challenges:
The project was executed using a controlled approach specifically designed for a Layer7 to IBM webMethods API Gateway migration:
With this project, the customer successfully transitioned from CA API Gateway (Broadcom Layer7) to IBM webMethods API Gateway without compromising business continuity or security standards. Migrating more than 700 API services with zero downtime and no client-side changes significantly reduced operational risk across the API landscape. Following the migration, the organization continued to operate its critical business processes on a more sustainable, manageable, and scalable API management platform.
More than 700 production APIs running on CA API Gateway (Broadcom Layer7) were successfully migrated to IBM webMethods API Gateway within a one-month timeframe. The migration was completed with zero downtime, ensuring uninterrupted access to critical insurance services.
All existing client integrations were fully preserved. OAuth client credentials, token structures, and authorization flows remained unchanged, and existing URL schemas were maintained exactly as before. As a result, no client-side changes were required.
Traffic cutover was executed at the load balancer level, allowing a seamless transition to the new platform. This enabled a risk-free modernization of the API management layer while maintaining full business continuity.
“Business continuity was our top priority for this project. Migrating an API gateway environment with more than 700 services, without touching client applications and without any downtime, involved significant risk. Thanks to the planning and migration strategy, we transitioned smoothly from CA API Gateway (Layer7) to IBM webMethods API Gateway. After the migration, our systems continued to operate reliably.”
